Statewide Mobile Monitoring Initiative

What does it fund?
The Statewide Mobile Monitoring Initiative (SMMI) is designed to complement AB 617 statewide air monitoring activities by engaging communities beyond those currently selected under the Community Air Protection Program, by providing air monitoring data to fill existing gaps and support additional actions to reduce emissions and exposure.
How does this program provide benefits to priority populations?
Aclima and their subcontractors will conduct mobile monitoring of criteria pollutants, greenhouse gases, and toxic air contaminants in Community Air Protection Program Consistently Nominated AB 617 Communities (CNCs). At least 60% of monitoring must be conducted to benefit California Climate Investments priority populations.
A Project Expert Group will be formed to guide SMMI throughout the project period. The PEG will consist of 15-17 members with a minimum of 50% of its members being community representatives. The remaining members could consist of researchers, experts from government agencies, and other stakeholders.
An Air Quality Concerns Survey is also available for community members to report their air quality concerns for consideration as a part of this effort.
How do I access funds?
On June 14, 2024, CARB awarded a $26.88 million contract to Aclima, a California Public Benefit Corporation that specializes in hyperlocal air quality mapping and analysis, through a competitive solicitation process called a Request for Proposals.
Funding Timeline
The project will hold a virtual public kick-off meeting on September 17, 2024 from 5:30 pm - 7:30 pm (register to attend on zoom).
Following the kickoff meeting and public input, the Project Expert Group, along with community co-leads, will partner with Aclima and Kearns & West to co-develop a community engagement plan and community air monitoring plan(s) (CAMPs).
