The Funding Guidelines apply across all California Climate Investments programs and provide guidance to administering agencies on developing their own guidelines and solicitations, estimating greenhouse gas emissions reductions and other project benefits, and tracking and reporting benefits, including benefits to priority populations. CARB is updating the Funding Guidelines to address recent legislation and incorporate lessons learned from program implementation.

What are the Funding Guidelines?

Agencies that administer California Climate Investments are responsible for incorporating the provisions of the Funding Guidelines into their programs. Administering agencies may use any approach suited to their individual program needs and is responsible for implementing its own programs and selecting projects for funding in line with the Funding Guidelines.

CARB developed the Funding Guidelines to provide direction for agencies that administer California Climate Investments that:

Facilitates greenhouse gas emission reductions

Meets statutory requirements

Maximizes and benefits to disadvantaged communities

Targets investments to disadvantaged communities and low-income communities and households

Provides accountability and transparency

Supports consistency across programs


Funding Guidelines Update

CARB released the initial Funding Guidelines in 2015 and revised them in 2018. In fall 2022, CARB released a public survey to solicit ideas for designing California Climate Investments’ upcoming work. This survey was one step in the process to update the Funding Guidelines.

CARB released the Draft 2024 Funding Guidelines for Agencies that Administer California Climate Investments for public comment summer 2024. The public comment period is now closed.

Updates areas include:

  • General improvement

  • Updated community engagement recommendations

  • Updated expenditure record process

  • New tribal engagement recommendations

  • New workforce development guidance in response to Assembly Bill (AB) 680

  • Updated reporting timing and frequency

  • Updated program and project evaluations

  • Inclusion of previously published updated priority population designations and Senate Bill (SB) 27 guidance

  • Inclusion of non-GGRF project reporting guidance

In addition to these updates, California Climate Investments has launched an online Resource Portal to house existing and new resources and tools to complement the Funding Guidelines.

Past Workshop

CARB hosted a virtual public workshop on the Draft 2024 Funding Guidelines on July 11, 2024. This workshop provided the public with an opportunity to provide feedback on the draft updates for consideration in the final Funding Guidelines.
